لائحة الأدوية الأساسية في الجمهورية العربية السورية
الأدوية الأساسية هي الأدوية التي تفي باحتياجات السكان من الرعاية الصحية ذات الأولوية. و يجري اختيارها بمراعاة انتشار المرض و القرائن المثبتة للفعالية و الأمان و المردودية النسبية. و يجب أن تكون هذه الأدوية متاحة بشكل مستمر و بكميات كافية و بأشكال مناسبة من الجرعات و بجودة مضمونة و أسعار ميسورة. إن الانتقاء الجيد لعدد محدود من الأدوية الأساسية يؤدي لرفع مستوى الرعاية الطبية و تحسين مستوى إدارة تأمين و توزيع الأدوية و تخفيف الهدر في الموارد الصحية و ذلك بهدف تعزيز الاستخدام الرشيد للدواء. إن اللائحة الأساسية هدفها تحديد الأولويات في الاحتياجات الدوائية, و استبعاد أحد الأدوية لا يعني رفض استخدامه. إن وجود لائحة الأدوية الأساسية لا يعني أن الأدوية الأخرى غير مفيدة و إنما يعني أن هذه الأدوية هي الأكثر احتياجاً للعناية بصحة معظم السكان وفقاً للوضع الصحي الراهن. إن اختيار الأدوية الأساسية هو عملية مستمرة, كما يجري تحديثها بفترات منتظمة بحيث تؤخذ بعين الاعتبار الأولويات المتغيرة لصحة السكان و حالات الجائحات بالإضافة لمستجدات التطور في العلوم الدوائية . تم إعداد هذه اللائحة من قبل لجنة مركزية في وزارة الصحة بالتعاون مع خبرات عديدة من مشافي وزارة الصحة و الجمعيات العلمية الطبية و بالاستناد للقائمة النموذجية للأدوية الأساسية التي وضعتها منظمة الصحة العالمية.
ملاحظات توضيحية
اللائحة الرئيسية: تحتوي على قائمة الاحتياجات الدنيا من الأدوية الضرورية لنظام الرعاية الصحية الأساسية و تتضمن الأدوية الأكثر فعالية و أماناً و مردودية للحالات الصحية ذات الأولوية. اللائحة التكميلية: هي اللائحة التي تحتوي على الأدوية الأساسية لبعض الحالات المرضية ذات الأولوية التي تحتاج لوسائل تشخيصية خاصة أو إجراءات مراقبة أو عناية طبية خاصة أو تدريب خاص. كما يمكن أن تدرج بعض الأدوية ضمن هذه اللائحة على اعتبار أنها ذات كلفة عالية أو ذات مردودية علاجية أقل من غيرها. عندما يكون تركيز الدواء محدداً بشكله الملحي أو الإستري فإن اسم الملح أو الإستر يكون مذكوراً بين قوسين. أما عندما يشير تركيز الدواء إلى الجزيء الفعال فإن اسم الملح أو الإستر يكون مذكوراً بين قوسين مسبوقاً بكلمة " as". إن رمز المربع () يشير إلى أن الدواء ذو تأثير سريري مماثل لأي دواء آخر ضمن نفس الزمرة الدوائية. و هنا فإن الدواء المختار يكون مثالاً عن هذه الزمرة بكونه الأكثر فعالية و أماناً, و في حال تماثل أدوية الزمرة من حيث الفعالية و الأمان فإن الدواء المختار هو الأكثر توافراً أو الأقل سعراً. إن الأدوية مرتبة في كل قسم وفقاً للترتيب الألف بائي, و يبلغ مجمل عدد المواد في هذه اللائحة 312 مادة. THE ESSENTIAL DRUG LIST OF SYRIAN ARAB REPUBLIC
The essential drugs are those that satisfy the priority health care needs of the population. They are selected with due regard to public health relevance, evidence on efficacy and safety, and comparative cost-effectiveness. Essential medicines are intended to be available within the context of functioning health systems at all times in adequate amounts, and in the appropriate dosage forms, with assured quality and adequate information, and at a price the individual and the community can afford. Careful selection of a limited range of essential medicines results in a higher quality of care, better management of medicines, and more cost effectiveness use of health resources in the aim ofpromoting more rational use of medicines. The list proposed should set out to indicate priorities in drug needs and exclusion does not imply rejection. A list of essential drugs does not imply that other drugs are not useful but simply that in a given situation these drugs are the most needed for the health care of the majority of the population The selection of essential drugs is a continuing process and the updating of this list should take into account the changing priorities of the public health and epidemiological conditions, as well as progress in pharmacological and pharmaceutical knowledge. This list was prepared by a central committee in the ministry of health with expertise from the hospitals of the ministry of health and medical associations, depending on the WHO essential drug list. Explanatory Notes
The core list presents a list of minimum medicine needs for a basic health care system, listing the most efficacious, safe and cost-effective medicines for priority conditions. The complementary list presents essential medicines for priority diseases, for which specialized diagnostic or monitoring facilities, and/or specialist medical care, and/or specialist training are needed. In case of doubt medicines may also be listed as complementary on the basis of consistent higher costs or less attractive cost-effectiveness in a variety of settings. When the strength of a drug is specified in terms of a selected salt or ester, this is mentioned in brackets; when it refers to the active moiety, the name of the salt or ester in brackets is preceded by the word "as". The square box symbol () is primarily intended toindicate similar clinical performance within a pharmacological class. The listed medicine should be the example of the class for which there is the best evidence for effectiveness and safety. Where there is no difference in terms of efficacy and safety data, the listed medicine should be the one that is generally available at the lowest price. Drugs are listed in alphabetical order within sections, with a total number of 312 substances.
